Why do I have to upload the PAN card here and why is it not fetching the information from digilocker?

Your PAN details are not available on Digilocker, hence we are unable to fetch the details from Digilocker. Accordingly, you are requested to upload the PAN Card manually. Ensure your PAN card and Aadhar Card are linked to proceed further in the EKYC process.
